Video has been released of five plainclothes police officers shooting a Black man, Dexter Reed, 91 times in 41 seconds during a traffic stop on March 21 in Chicago.
In the video, the police curse and yell contradictory orders at the 26-year-old man who was stopped for allegedly for failing to wear a seatbelt. Reed briefly lowered the driver’s side window and then raised it. He refused to exit the car while police appeared to have emotional breakdowns while pointing their guns.
The Civilian Office of Police Accountability (COPA) claimed Reed fired first at the police, “but there isn’t clear footage of Reed shooting. A gun was later recovered from the vehicle,” reported the Associated Press.
After the police killed Reed, they continued to scream “Don’t move! Don’t move!” at the dead man and then handcuff the corpse.
Mayor Brandon Johnson promised a full investigation of the police shooting. The Chicago Police Department has been under a consent decree since 2019, after the U.S. Justice Department found a long history of racial bias and excessive force after the police-killing of 17-year-old Laquan McDonald.
