Pro-life Republicans in Kentucky pushing the “Safer Kentucky Act,” also known as Bill HB5, that would allow the use of “deadly physical force” to be used against homeless people found to be camping on private property, reports Vice. The bill would allow people to “use a reasonable amount of force necessary” to protect themselves or stop a person accused of theft from escaping, notes the Mayfield Messenger.
HB5 would reportedly criminalize homeless encampments in cities and towns that would dare to allow refuge for homeless people.
HB5, introduced by Republican state representative Jared Bauman who claims to be “pro-life”, would also drastically increasing criminal penalties for drug possession. The bill already has 52 sponsors in Kentucky’s House of Representatives.
Vice notes the bill appears to be created by a libertarian think tank:
The bill contains many hallmarks of a template produced by the Cicero Institute, a libertarian think tank founded by Palantir co-founder Joe Lonsdale, which has been drafting and lobbying for anti-homeless bills across the country. Cicero’s model legislation criminalizes public camping and restricts funding for evidence-based permanent supportive housing. (An earlier version of the Kentucky bill restricted federal funding to permanent supportive housing if it did not mandate treatment, but that provision was removed after criticism.)
